The common claim
What most answers say — and what the evidence supports
Many answers still say Costco's baby formula comes from Abbott, the maker of Similac. That was true for nearly two decades — a USDA report to Congress documented Abbott starting private-label formula production for Costco in spring 2001 — but it ended in late 2019, when the yellow-container Kirkland formula was replaced by the blue-container Kirkland Signature ProCare, which is manufactured by Perrigo, per Perrigo's own product pages. Perrigo makes most US store-brand formulas, and Costco is on its published retailer list.
Evidence & sources
Every source is graded on the six-tier rubric and archived, so the citation holds even if the original moves or paywalls. The tier badge grades the source; the status grades our confidence in the maker.
Tier 4
Perrigo's own pediatric-nutrition site lists Kirkland Signature ProCare as one of its formulas ("Kirkland Signature™ ProCare™ Infant Formula is a milk-based routine infant formula for healthy, full-term infants 0-12 months of age") with Costco shown under "Available at Leading Retailers" — the manufacturer identifying its own product. The page's disclaimer also positions it against Similac 360 Total Care and Enfamil NeuroPro.
Tier 6
Contemporaneous documentation of the late-2019 switch: "The new formula is made by Perrigo, who also makes all the other store brand formulas. The old formula was made by Similac," with a side-by-side comparison of the outgoing yellow-container Abbott-era formula and the incoming blue-container ProCare. Personal blog, so tier 6; included as corroboration and switch-dating alongside the tier-4 Perrigo anchor.
